How is it switched on and off?

Via the built-in pull chain on the fixture itself — convenient for bedside and reading-nook use. If you wire it to a wall switch as well, either one can control it.

Is it dimmable?

The integrated LED is designed for on/off operation through the pull chain and is not dimmable. For a dimmed effect, pair it with warm-toned ambient lighting elsewhere in the room.
